Specialized programs for B1 Driver operations (NO Hazmat)

Obtaining insurance when your company is a New Venture and operates with B-1 Drivers can feel nearly impossible. Many agencies decline this type of risk for three main reasons:

  • Little to no prior insurance history (New Venture)

  • Drivers with experience and licenses issued outside the U.S.

  • Strict compliance requirements for cross-border operations and cabotage

At RoadKing Insurance Agency, we do have options for New Ventures operating with B-1 Drivers, through programs specifically designed for international logistics and cross-border transportation—provided the risk is properly structured and meets carrier underwriting guidelines. What type of operations can we consider?

We can review and quote, case by case, operations such as:

  • New Ventures (recently activated DOT or no loss runs)

  • Operations that hire B-1 Drivers (for example, Mexican drivers)

  • Fleets with multiple drivers who have international experience

  • NO Hazmat operations (program requirement)

Note: Eligibility varies by carrier and depends on the complete risk profile. This content is for educational purposes only.

Basic requirements to move forward

1) Owner and U.S.-based structure

For these programs, it is generally required that the owner or company has a presence and established structure in the United States, and that the operation can be properly validated.

  • The owner may or may not be a driver, depending on the type of unit and license.

2) Vehicle type and licensing: Box Truck vs. heavier units

  • Light box truck (generally under 26,001 lb GVWR):In many cases, it may operate with a regular (non-CDL) license, depending on vehicle weight, configuration, and usage, in accordance with FMCSA guidelines.

  • Heavier units (26,001+ lb GVWR):A CDL is normally required. If the owner holds a CDL and participates in operations, they may be required to be listed on the policy as a driver, depending on the carrier and program (FMCSA).

3) Minimum driver experience (B-1 / international)

For a program to consider a B-1 Driver, verifiable experience of at least 3 years is typically required.

At RoadKing, we handle this clearly to avoid confusion:

  • Minimum of 3 years of verifiable driving experience

  • Valid commercial license, prioritizing Mexican or Canadian commercial licenses, which are the most commonly recognized under reciprocity standards, in line with FMCSA criteria

Compliance and cabotage in B-1 Driver operations

B-1 Drivers are intended for international freight movement. From a compliance standpoint, they may not perform point-to-point domestic loads within the U.S. (cabotage).

At RoadKing Insurance Agency, we help you properly structure your operation from day one, aligning routes, authority, and vehicle usage to comply with cabotage requirements—standards widely recognized across the industry by operators and carriers.

Do you have multiple B-1 Drivers in your fleet?

Yes, we can review fleets with multiple international drivers, as long as:

  • The risk is NO Hazmat, and

  • Routes, vehicles, and driver experience are consistent and verifiable

What do we need to provide a quote?

To begin the risk review and determine program eligibility, please send all of the following information:

  • DOT / MC number (if applicable)

  • Type of cargo and routes (cities / states of operation)

  • List of vehicles, including:

    • VIN

    • GVWR

    • Vehicle value

    • Copy of the vehicle registration

  • Complete driver list, including:

    • Copy of each driver’s license

    • Minimum of 3 years of verifiable experience(license copies are required to validate tenure and experience)

  • If New Venture:

    • Estimated start date of operations

    • Operational plan (type of cargo, routes, and business structure)

Important note: Documentation is required to validate experience, structure, and compliance per carrier underwriting requirements. Final eligibility depends on the complete risk profile.
